I'm building a PC with a Ryzen 5 9600X and looking for a good GPU to pair with it, ideally under $400. I've been considering the RX 6800XT, which is around $410 to $430 used right now. I'm open to both new and used options, but is there anything else that might offer better value? I'll be using it for 1440p gaming across two monitors.

Honestly, I don't see a reason to pick the 6000 series over the RX 9060 XT here in the US. Not only is the 9060 outperforming it, but I've seen used RX 6800 cards going for the same price. I got a used 6800 for $300 and now kind of wish I'd waited for the 9060 XT instead. Big congrats on building your first PC!
Another good option in that range is the RTX 5060 Ti 16GB along with the RX 9060 XT 16GB. Both have good performance and you can't really go wrong with either at the $400 mark.
If you can find the RX 9060 XT 16GB for about $350, that's a solid choice. It offers great performance for the price, especially compared to the RX 6800XT. Just saying, it might be the best bang for your buck right now.
