Honestly, both the 4060 and the 3070 Ti will work fine with your CPU. But I'd recommend looking for something with 12GB of VRAM or more. If you can swing it, a used 4070 or maybe even a 5060 Ti with 16GB would be a solid choice within your budget!
Forget about those bottleneck calculators; they can be really misleading. Your Ryzen 5 7600X can handle much more powerful GPUs than the ones you're considering. Just out of curiosity, what's your budget?
