I'm looking for suggestions on a motherboard that pairs well with the 9800X3D CPU without any risk of damaging the CPU. Ideally, it should have plenty of SATA ports, at least one M.2 NVMe slot, compatibility with the Nvidia 5080, and enough power connections for multiple fans. I originally purchased an Asrock motherboard because I had a great experience with my last one from them that lasted over 10 years. However, I've heard that Asrock boards have a tendency to cause issues with the 9800X3D CPUs. I'm also open to recommendations for good SATA PCI cards, but please no RAID or HBA cards.

Fan headers are not a strict requirement. You can use accessories like the Corsair Commander to manage fan speeds and RGB lighting. This way, you can connect multiple PWM and RGB cables to the board using just one internal USB header.
If you're looking for a solid option, the B650 Tomahawk or the Pro B650-A are both great choices. They come with 8 fan headers and 6 SATA ports, which should meet your needs really well.
You might want to check out the MSI Tomahawk, any of its variants should work for you. Just keep in mind that while some boards may offer PCIe 5.0, they might not have the same amount of SATA ports.
I recommend the Asus ROG Crosshair X870E Hero. I've been using it and have had a positive experience with both performance and reliability.
