I'm trying to find the best GPU that I can run with my 500W power supply (Seasonic SS-500ET 500W 80 Plus Bronze). Any recommendations?

If you want something solid, I'd personally lean towards either the 9060 XT 16GB or the 5060 Ti 16GB. Just stay clear of the 8GB models if you can!

I'm thinking about snagging a used RTX 20 series card. Will that be a safer choice given my setup?

Honestly, while the 5060 Ti is a good fit for a 500W PSU, your power supply is rated E-tier. It might be worth looking into an upgrade if you want more stable performance. But yes, the 5060 Ti should still run fine within your limits!

Yeah, not to mention it doesn't exactly look great either.

For a reliable option, I'd suggest going with the Nvidia 5060 Ti with 16GB. It uses about 180W, which leaves you plenty of power for the CPU and other components. You’ll want to keep some headroom, so that setup should work well!

How about considering something from the 20 series instead?

True, but I think you won't really use up nearly that much power for everything else.
