I'm looking for recommendations on a quiet CPU cooler for my Ryzen 7 9700X, and my budget is around $70. Currently, I'm using the Fera 5, which has a single 120mm fan, but it's quite noisy. Any suggestions for something quieter?

You could also consider the be quiet! Dark Rock 5 Pro, which should be within your budget. It's a good alternative to the Phantom Spirit that others are suggesting.
You might want to check out the Peerless Assassin 120 or the Phantom Spirit 120. If you tweak the fan curve, they can become completely inaudible, especially with such a low power draw CPU like yours.
For your price range, the Peerless Assassin 120 SE and the Phantom Spirit are solid picks. If you're open to it, a 360mm AIO cooler could work wonders too!

Have you tried adjusting the fan curve? The Fera 5 is actually a decent cooler, so it might just need some tuning to quiet things down.
