What’s the best way to transfer data to a new laptop?

I recently got a new work laptop and need to transfer all my data from my old one. I'm considering using my external hard drive to copy everything over, but I'm running into issues with certain folders, like Program Files, which say I don't have permission and require a TrustedInstaller access. Since it's just me and my owner at this startup, we're not sure how to get this permission. Also, both laptops are linked to my personal Microsoft account, so how can I give myself the needed permissions? An added concern is that my old Outlook emails are archived automatically—will they still be accessible after the transfer, and do I need to do anything extra for them?

Generally, your personal data should transfer just fine. However, it’s best to reinstall software directly on the new laptop instead of copying the Program Files folder. If you don’t have the installation files or license information saved, try reaching out to the software vendors for copies.
