I'm trying to figure out the best approach to use my DualShock 4 controller on my PC. Should I stick with DS4Windows or is it unnecessary? Also, how should I configure Steam Input—should it be turned off, set to default, or enabled? If I go with DS4Windows, what settings for Steam Input would work best?

Steam actually has decent support for DS4 controllers now. If you're using Steam for your games, then their input settings should be enough. DS4Windows is mostly for games that don’t support DS4 natively and aren’t played through Steam.
Steam input is fantastic! You can even enable gyro controls in most games if they allow for switching between mouse and controller. Plus, you can sync the controller light with your setup without needing extra software.
If you're playing games on Steam, you usually just need to connect your controller. You might need to enable the Sony controller support in the Steam controller settings, but that's pretty much it.
It really depends on the game you're playing. I had a great experience using the DS4 with Steam games because Steam Input pretty much made it work seamlessly. Just a heads up, though—if the game has Xbox button prompts, that's normal. For non-Steam games, you'll likely want to use DS4Windows since many of those games don't support the DS4 out-of-the-box.
