I just put together my first PC, but after a couple of weeks, my AIO cooler started making some noises, which turned out to be due to air bubbles that I managed to fix. However, I recently opened up my PC and found some concerning white buildup covering various components, such as underneath my GPU and on my fans. It looks similar to the residue left when hard water dries up. Could this possibly be evaporated coolant? I didn't see any visible leaks or liquid.

It sounds like you might be dealing with some dust accumulation, but it could also be evaporated coolant residue if the AIO has a leak that’s not obvious. If it's hard to clean off, that might give a clue it’s more than just dust. I'd suggest posting a couple of pictures when you can to get more accurate feedback from others.
I had something similar happen to my build. It turned out to be dust mixed with some kind of residue. It was annoying to clean, but nothing serious. You might want to check if it's indeed residue and not just dirt. It can save you a lot of worries.
