I'm trying to decide on a good CPU for my build and have narrowed it down to four options: the 7500f for €140, the 7700 for €190, the 7700x for €210, and the 9700x for €225. I plan on using a 5070ti and will be gaming at upscaled 4K from 1440p. My monitor has a refresh rate of 144Hz and can't be overclocked. I'm also not interested in heavy overclocking or doing things like streaming or competitive esports.

I think you should go for at least an 8-core CPU since consoles typically have 8 cores. Games are evolving and having more cores is becoming the sweet spot for gaming.
You might want to think about why you're upscaling 4K to 1440p. Also, instead of going for the 8-core 7 series, consider getting a 6-core 9 series CPU. The 9600X is around €225 and performs better than the 7700X for gaming, although it might not multitask as well.
I'd recommend either the 7500f or the 7700. They both offer great performance for gaming without breaking the bank.
The 7500f is definitely the best value option here, but if you’re looking for a bit more performance for other tasks, the 7700x is worth considering.
