Which Cooler Should I Choose for My 9950X3D Build: AIO or Air Cooler?

I'm almost finished selecting components for my new build, but I'm stuck on which cooler to go with. I'm considering the Thermalright Peerless Assassin 140, the Thermalright Aqua Elite 360 V3, or the Montech HyperFlow Silent 360. Unfortunately, the Arctic Liquid Freezer 360 won't fit in my setup, or that would be my top choice. I'm looking for recommendations for either an AIO or an air cooler that can keep temperatures low while also being quiet.

Montech AIOs are decent for AM5 builds. They might not be the absolute best, but they perform well enough. Arctic coolers are top-notch, but I get your struggle with fitting it in your case. The Aqua Elite isn't that great in terms of CPU blocks, but the octagonal V3 model should work fine. For the 9950X3D, AIOs generally perform better than air coolers, especially for dual CCD CPUs like yours. I'd also recommend checking out ID-COOLING options as they're a step up from Montech but still below Arctic in performance. If you're open to spending more, the ASUS Ryuo 3 and Ryujin 3 coolers can compete with the Arctic Liquid Freezer 360 without sacrificing too much cooling power or noise levels.
