I'm looking to upgrade my GPU and I'm torn between the Sapphire Pulse 9070XT, which costs around 710 euros, and the Palit Gamingpro OC V1 5070 TI, priced at 895 euros. My setup includes a 7800x3d CPU. I primarily play competitive games like CS2 and Apex Legends, as well as story-driven titles such as Cyberpunk, RDR2, and the upcoming GTA 6, all at 2K resolution. Is the RTX capability of the 5070 TI worth the extra cost compared to the 9070XT, especially since I know Nvidia has slightly better ray tracing performance?

I'd definitely recommend the 9070XT. It should handle your gaming just fine, especially if ray tracing isn't a huge concern for you.
That price for the 5070 TI seems high! Is there any chance you can find it cheaper? It's a bit much, especially compared to the 9070XT which offers great performance for the price.
I was in the same boat a few weeks ago and went for the 9070XT. I don't really use ray tracing and don't need CUDA cores, so it made sense for me. Really happy with my choice!
Unfortunately, that's the lowest price for the 5070 TI in my area right now!
