However, I've also received another suggestion from a friend that swaps out a lot of parts, including going for Intel instead of AMD. Specifically, I'm hoping to play games like Total War and Manor Lords. Do you think my initial build is overkill? What do you all recommend?

I strongly recommend sticking with AMD. Intel's 13th and 14th-gen CPUs have been facing several issues lately, so it’s better to avoid them for now.
I'd say go with the Ryzen build! If you want to save some money, consider switching to the Ryzen 7600 and a B650M board, plus getting a 9060XT with 16GB. That setup will still perform great and is upgrade-friendly.
What's the difference between the B650M and B650? Is that the one that's around 80€?
The modified list you received is designed to give you a better GPU and double the storage while keeping the cost similar. The 7700 and 7700X will perform closely enough for the games you're interested in, especially if you enable PBO on the 7700.
