I recently purchased a slightly used graphics card and I'm curious about other PC components that I can buy used without running into issues. What parts do you think are safe bets?

I'd say avoid used SSDs and non-enterprise spinning hard drives. They tend to wear out quickly. CPUs, motherboards, RAM, cases, and enterprise components are usually fine if they haven’t been abused. Just remember, every used part comes with its own risks!
Most parts are okay to buy used, but for storage, I’d skip it. They’re not much cheaper and often well-used. Some say to avoid PSUs, but if they're quality ones with warranties over 7 years, I think they’re fine.
I wouldn’t recommend buying a refurbished CPU, but I’ve heard they can be decent. Just make sure to test everything before buying to avoid any surprises!
It's generally safe to buy parts that you've tested yourself. eBay can be a good bet since they usually side with buyers in disputes, even if the seller is difficult. Just make sure to do your research before committing to any purchase!
You can get a used GPU, CPU, motherboard, and case without much worry. I’d definitely go for new PSU, RAM, and storage, though. They really don’t cost that much more and you'll have peace of mind!
