I'm in the final stages of my build and need to decide between two RAM options from my local store, both priced the same. They are both XPG Caster RAM, one rated at 6400MHz CL32 and the other at 6000MHz CL30. I have a Gigabyte B650 GAMING X AX V2 motherboard and a Ryzen 5 7600 CPU. Given these specs, which RAM would be the better choice?

For most setups, the 6000MHz CL30 is the safer and more reliable choice, especially given that it's listed in the motherboard's QVL, which means it's been verified to work well. The performance difference isn't something you'd likely notice in everyday tasks, either.
If you're going for performance right out of the box, I'd suggest the 6000MHz CL30 RAM. It’ll give you a 1:1 MCLK:UCLK ratio, which is optimal for your Ryzen CPU. The 6400MHz might need some tweaking to run at its full potential, and you may not see a huge difference in performance in regular use.
True, but running the 6400 could still work if you push it. It's not impossible, but definitely a bit tricky.
