I’d say definitely upgrade your GPU first. The 1660 Super is pretty old, and it’ll give you the biggest boost in performance for gaming and streaming. What’s your budget for the upgrade?
Since you mentioned you have around $300 to $500 set aside, that's a decent range for a solid mid-tier GPU. You'll notice a massive difference over your current setup.
