Here are my specs: AMD Ryzen 7 3800X, TUF Gaming B450-PLUSII motherboard, Kingston Fury Beast 16GB DDR4-3200 RAM, GTX 1650, and a Nox Urano VX 750W power supply. My plan is to enhance the performance for playing newer games at 1440p with solid FPS. I'm considering getting an RTX 5070 and a new power supply, but I've been dealing with micro-stutters in games like CS2, which I suspect might be linked to my 16GB of RAM. Should I upgrade my RAM to 32GB first, or should I focus on changing the graphics card and power supply?

Your current RAM is okay for most games unless you're running multiple applications at once while gaming. Some recent tests show that 16GB is still viable for gaming. Your upgrade plan sounds solid, especially considering a better power supply. Aim for a Gold-certified 750W supply, as it's more future-proof. An ATX 3.1 PSU would be ideal since it won't require plugs or adapters.
Your power supply can handle the RTX 5070, and even a 5070 Ti. However, upgrading the graphics card might not be worth it unless you also upgrade your CPU. Without a stronger CPU, the new GPU might not perform to its full potential, and you could still face stuttering. I’d recommend looking for a Ryzen 5700X3D if you can find one before investing in that graphics card.
