I'm planning to deploy a SaaS application in the USA and I'm considering using Azure App Service. I want to start with 8 Azure Container Apps, and while the resources will be minimal at first, I need to ensure I can scale later on. I've heard that there might be capacity issues in some regions, and I was told that East US is the best option. Is that accurate?

It's true that East US can face capacity constraints. However, if you're looking for alternatives, consider checking out West US or Central US as they might have better availability for your needs.
I would recommend looking into using Azure Kubernetes Service (AKS) instead of Azure Container Apps. It's really powerful, but I understand if you're not keen on managing Kubernetes directly. Just sharing another option!
