Why Am I Experiencing Stuttering and Frame Drops in Games?

I recently upgraded my entire PC setup with a GIGABYTE GeForce RTX 4070, an AMD Ryzen 7 7700, a LEXAR NM790 1TB SSD, 32GB of Kingston Fury RAM, and a GIGABYTE B650 Eagle motherboard. I also have a 360mm AIO cooling system and I'm running Windows 11. Despite all these upgrades, I'm encountering frustrating stuttering and frame drops every minute or so, where my 1% low FPS dips down to around 20-30 FPS. I have no background applications running, and my CPU usage is only around 40-60% while gaming. Can anyone offer some solutions?

Did you swap out any old parts? If you've gone all new, that’s great! But if this is an upgrade, sometimes older components can cause issues. Just checking! 🙂

You should keep an eye on your CPU and GPU usage during your games using something like MSI Afterburner. If the CPU usage spikes when you notice FPS drops, it might mean that something's hogging CPU resources in the background. Make sure neither the CPU nor the GPU is overheating, as that can lead to thermal throttling—HWINFO can help with that. Also, could you share the power supply you're using?
