Why am I getting the same FPS across different resolutions?

I'm facing an issue where I'm getting roughly 100 FPS across 4K, 1440p, and 1080p resolutions in various games, which seems odd to me. However, I see the GPU usage varies: 97% at 4K, 80% at 1440p, and only 50% at 1080p. I suspect it might be a settings problem rather than a hardware issue. I've already updated the BIOS, fresh GPU drivers, and even reinstalled Windows. My setup includes an RTX 3080 Ti, Ryzen 9 5900X, 32GB of 3000MHz RAM, and a 1TB SSD, all running on Windows 11. Any insights?

This sounds like it could be a CPU limitation. If your CPU can only push around 100 FPS in certain games, changing the resolution won’t make much of a difference. Even if your CPU usage is around 30-40%, it might still be hitting a limit where it's just not able to provide more FPS. You might want to check for any background processes that could be affecting performance.
