I just switched a second computer to Linux from Windows, and everything seems fine except for the download speeds. My main computer gets about 314 Mbps down, but this second machine is only achieving between 1 and 5 Mbps down, with about 20 Mbps up. Both machines are connected to the same wireless router and are running the same version of Linux Mint. They also seem to use similar D-Link PCIe network cards. I'm wondering what might be causing this issue, whether it's a driver problem or maybe something with the firewall. Any suggestions would be greatly appreciated!

It's possible that the issue could stem from disk or file system problems. Is there a lot of disk activity while you're trying to download? Are you using a native Linux file system?

That’s a good point, but I doubt that's the issue here. I just set it up on a new NVMe drive with EXT4, and it’s the only partition. Plus, there’s not much disk activity during downloads. I even had the same slow speeds on a different old drive earlier.
