I've got a fiber internet connection that tests at 731.88Mbps, and I've done a bunch of resets and checks like DNS dumps, Ethernet and WiFi resets, and default internet settings to make sure nothing's messing with my speed. However, when I try downloading PS1 games, I'm getting speeds of only 2Mbps or even less! This is super frustrating and making me reconsider owning a PC. What can I do to fix this?

Also, many sites have speed caps for downloads unless you have a subscription. If you're downloading from a site that has free access, this could be why you're only seeing 2Mbps.
Have you checked the site you're downloading from? Just because your speed test shows 732Mbps doesn't mean that every site can provide you with those speeds. Sometimes, the server's upload speed can be limited. Try downloading on different devices too, like your phone, to see if the problem persists there.
It could also depend on where you're downloading the games from. Some websites, especially those that host ROMs, might intentionally throttle their speeds to manage traffic better. Just because your speed test shows high speeds doesn’t guarantee you’ll get that from every download source. It's probably not an issue with your connection.
The issue likely isn't your internet connection but rather the servers hosting the PS1 games. Some sources can really limit download speeds. You might want to switch up the sites you're using to see if there's a difference. It's pretty common for this kind of thing to happen.
