Why Are My Family Photos Sharing Across Devices in iCloud?

Hey everyone, I've set up Family Sharing with iCloud+, but I'm having an unusual issue. Each family member has their own Apple ID, and there isn't a shared family album, yet suddenly, as soon as one person backs up their photos, everyone else sees those photos in their libraries! Apple's documentation states this shouldn't happen, so I'm at a loss. I've tried everything possible to solve this. Has anyone experienced this or have any suggestions?

From what I know, this shouldn't happen unless you're not actually using separate Apple Accounts. Take a look at each person's settings to ensure they’re signed in with different Apple IDs. If they are all separate, then it could be some hidden settings that you're missing.

We do all have separate accounts, I went through everyone’s settings just to confirm. It’s quite baffling! This issue has been around for a while, and now my kids really care about their privacy.
