Why are strangers able to buy iPhones with my credit card?

I have a serious issue with unauthorized charges made to my credit card. Someone has been using it to purchase iPhones, but they've never logged into my Apple account – the orders appear as guest purchases. I have my credit card in hand, so I know it hasn't been stolen, and it's puzzling why they don't use their own email for these purchases. The orders always come to my email and phone, but they don't show in my account. I often have to call Apple to cancel these transactions. Despite changing my password multiple times, they keep buying iPhones. Is it possible they have access to my Apple Wallet or something similar? I've frozen my card, but I'm worried they might just switch to using another card without me knowing. Every time they place an order, I get bombarded with spam emails, which seems like a bad attempt to hide their activity.
