I'm having a frustrating issue with my laptop where I can't open applications like Notepad or Task Manager without selecting "Run as Administrator." This also affects other programs, including non-Windows apps like AMD Software and Spotify. In fact, I can't even access the Control Panel, since clicking to open it or pressing "Enter" after searching doesn't work either. I've been trying to resolve this problem because my screen has been flickering black. I've tried some common fixes like using Ctrl+Shift+Win+B and updating my graphics drivers, but nothing has worked so far.
