I have an Asus ROG Strix, and after experiencing some performance issues, my dad and I decided to do a factory reset and install a new version of Windows. We noticed that the C drive is locked and not being recognized in the BIOS, which is problematic since we only have one local disk (C) and really need to add a second one. I'm hoping someone can help us troubleshoot this!

It sounds like you might want to consider removing the current drive and installing a new one, preferably an SSD for better performance. You can boot from a Windows installation USB drive afterward.
If you're not sure how to remove and replace the hard drive, there are tons of YouTube tutorials that can guide you through the process step by step. It's not as complicated as it sounds!
