I've tried using two different USB coffee mug warmers, but they both keep turning off even though they are plugged into a functioning USB port. Is this a common issue, or am I just having bad luck with my choices?

It sounds like they might be drawing too much power, which could be why they're switching off. If you haven't already, try using a wall adapter for your phone charger instead. It might provide more consistent power than a PC USB port.
Just a heads up, some devices may not be USB spec-compliant, which could lead to issues. I've had similar experiences with other USB gadgets. It's worth trying that wall adapter and seeing if it makes a difference!
