I'm having a frustrating issue with my CPU cooler where it only works sometimes when I start up my PC. It's a bit random, but if I power it off and then back on, it usually kicks in after about 3 to 5 tries. Once it does start, it runs fine until I shut down the computer again. I'm using a Gigabyte Gaming X AX V2 motherboard, a Deepcool LT720 cooler, and a 7800X3D CPU. I'd really appreciate any insight or help with this problem!

Are you referring to the fan not spinning, or is the pump failing to start? Knowing that could help narrow down the problem. If it's the pump not working, that may be a more serious issue than the fan.
If your CPU isn't under heavy load initially, the fan might not kick on right away. Do you have any monitoring software that tracks the CPU temperature? It could help to see if it's actually running too hot before the cooler engages.
Yes, I've monitored it and the CPU temp can spike up to 95 degrees Celsius before the PC shuts off.

It's definitely the pump that's acting up.
