Why Does My Laptop Fan Run High When Idle?

I've noticed that when I leave my laptop idle for a while without interacting with it, the fan gets really loud. But as soon as I move the mouse, it quiets down. I haven't connected my laptop to the Internet in a long time and don't plan to, plus I keep everything clean and make sure the vents are unobstructed. Does anyone know what's causing this?
