It looks like your laptop might be using the 'Fast Startup' feature. This allows your PC to boot up quickly but it means that it doesn’t fully shut down when you tell it to. So, to actually restart your computer, make sure to select 'restart' instead of 'shut down' and then power it back up. You can also change this setting to ensure your laptop fully shuts down from the power plan options.
Make sure you’re doing a proper shut down. If you're just closing the lid or quickly pressing the power button, that won’t fully shut it down. You’ve got to use the Windows Start menu to get a full shutdown! If 'Fast Startup' is enabled, that can also affect the shutdown process.
Have you checked if 'Fast Startup' is turned off? If it’s on, your laptop might not be doing a complete shutdown. It's worth looking into!
It really depends on how you shut it down! Closing the lid or just tapping the power button won’t do a full shutdown. If 'Fast Startup' is active, clicking 'shut down' might not register a total shutdown either. To fully restart, just reboot through the Start menu.
