I recently built a new PC less than two months ago, and I'm concerned because it keeps performing a scan and repair on Drive C every time I boot up. It sounds like there might be some corrupted files that your system can't fix because CHKDSK needs to be run in admin mode. Make sure to right-click on Command Prompt and select 'Run as Administrator' before typing your CHKDSK command. That should allow it to make the necessary repairs, as it's currently trying and failing in read-only mode.
Try using the command `CHKDSK C: /F /V /X` and remember to reboot afterward. The `/X` option helps unmount the drive if it's in use, which is likely what's causing you to see that message about the drive being locked. Just be careful with the instructions as sometimes entering them incorrectly can lead to these issues persisting.
