Why Does Windows Say I’m Not the Administrator and Refuse to Activate?

I've been struggling to activate Windows. I bought two product keys, but neither worked: one says it was already used on another computer, while the other is marked invalid. Now I'm also seeing a message saying, "Can't activate by phone. Contact your system administrator for more information," even though this is my personal PC and I'm supposed to be the administrator. I'm not sure whether the problem is the keys, my Windows edition, or something that changed on the computer. What should I check first?

If Windows itself seems misconfigured, back up your important files and do a clean reinstall using Microsoft’s official Media Creation Tool. You’ll need a USB flash drive, and you should confirm the correct edition during setup. Only wipe the drive after making sure your data is safely backed up.

The administrator message doesn’t necessarily mean you lost administrator access. It can also appear when Windows has an organization or volume-license configuration, or when activation services are confused. Check whether the PC says it’s managed by an organization, and avoid buying more keys until you identify the installed edition and license type.

Before trying anything else, verify that each key came from a reputable seller and matches the Windows edition installed on the machine. A key for Windows 11 Home won’t activate Pro, for example, and a key that has already been used or improperly resold may be rejected.
