I've been struggling for a few days to configure my kids' iPhones so they can download free apps without needing my permission, but I still want to approve any purchases for paid apps. Despite my efforts, it keeps sending me requests every time they try to download a free app. What's going on?

The issue here is that many free apps have in-app purchases or may introduce them later. Apple requires parental approval for downloads to avoid any unauthorized transactions. So even if an app is free, it might lead to charges later, and that's why you get these requests.
