I have 16GB of RAM installed in my computer, but when I check the Windows 10 task manager, it only shows 8GB. I ran the Windows memory diagnostics, and it reported no issues. You can see more details in my Imgur images. What could be causing this issue?

The hardware reserved amount shouldn't be so high. Check your motherboard manual to confirm the RAM placement. It might be a communication issue between the CPU and RAM module, so reseating the RAM is a good idea.
It's a bit confusing, but if your CPU has integrated graphics, it might reserve some RAM for that purpose. You can usually adjust this setting in the BIOS. It might also help to turn off the integrated GPU, depending on your setup.
From the screenshots, it looks like you have 16GB, but a lot is showing as 'hardware reserved.' That's unusually high and might indicate that one of your RAM sticks isn't working right. You might want to reseat the RAM sticks to ensure they're making good contact. Sometimes they can get a bit loose.
I've reseated them before, but I can try again and see if that makes any difference.
First things first, double-check that your RAM sticks are installed in the correct slots on your motherboard. For most boards, you want to use slots 2 and 4 (counting from the CPU). Also, enabling XMP and updating your BIOS might help. Let me know if you need guidance on how to do that!
What's XMP? I've never updated my BIOS before, so I'm not sure where to start.
Have you checked your BIOS to see if it recognizes all 16GB? Sometimes the OS shows less because the hardware reserves some memory. If you're using onboard graphics, it might be using a part of your RAM for video memory, which could explain why you're seeing only 8GB available.

Thanks for the tip! I'm pretty sure I've got them in the right spots, but I'll check the manual again.
