Why is my 32GB RAM showing only 18GB?

I've built a PC with 32GB of RAM, but now it's only recognizing 18GB. I suspect one of the RAM sticks might be faulty. Here's a bit of context: I'm running Windows on one SSD and Linux (Bazzite) on another. After fixing some issues with Linux, my PC started crashing with BSODs and kernel panics on both operating systems. First, I checked the GPU and it seemed fine. Then, I looked at the CPU but haven't confirmed if there's an issue there. I noticed in the BIOS that the EXPO setting was disabled, so I enabled it, but the games started crashing once using more than 12GB. Upon checking again, Windows reports only 18GB of RAM, with one stick labeled as an 'unknown 2GB stick' and the other as a 'Kingston 16GB 4800MT/s', which is incorrect since it should be 6400MT/s. It feels like I went from a 32GB 6400MT/s kit to this strange 18GB 4800MT/s mismatch. Any ideas on how to troubleshoot this?

It looks like your RAM is installed in slots 1 and 2 based on your build list. You might wanna check the motherboard manual for slot compatibility; typically, dual stick kits work best in slots 2 and 4. Make sure you’ve got them in the right configuration.
