I just built a new PC with a 5090 and 9800X3D, and I've noticed a strange issue where the 5090 is maxing out my 32GB of RAM when I play For Honor. It starts off using about 7GB, but after around 30 minutes, it climbs up to the full 32GB. This doesn't happen with other games I've tried. I'm only running For Honor, Discord, and a few Firefox tabs, so I'm curious about where all this VRAM is going. Do you think it could be something like Ubisoft Connect eating up the VRAM in the background? Has anyone experienced this before or have any idea what might be causing it?

Are you sure you're not mistaking this for system RAM? A lot of players have reported a memory leak with For Honor related to system RAM, not VRAM. A quick search shows this has been a common issue for years.
Does the game slow down when the VRAM fills up? If not, then you can let it manage the VRAM usage. After all, you invested in 32GB—might as well make use of it!
I haven't really noticed any issues, but I did get a warning from Ubisoft Connect saying my VRAM usage was too high.
It's pretty common for games to use as much VRAM as they can for data caching. So, if you have 8GB of VRAM, it will utilize that fully, and the same goes for 12GB, 24GB, etc. If your game's performance is fine, I wouldn't stress too much about it being maxed out!
Is it risky to run the RAM that full?
I double-checked, and it is definitely the VRAM. My system RAM is higher than I expected at around 24GB, but that doesn't worry me much since I have 64GB total.
