I copied everything from my Blu-ray CD to another one by dragging and dropping the files. The original CD is recognized by the boot manager, but the new CD isn't. What am I doing wrong? Also, is it possible to use a Dell BIOS on a Getac laptop?

It seems like you only transferred the files, but what you really need is to clone the entire disk, including the boot loader. If you don't have that boot data, the new disc won’t be recognized as bootable. And just so you know, BIOS versions are really specific to the machine they’re made for, so swapping a Dell BIOS onto a Getac laptop isn't usually going to work.
As for where to post, you might want to check out forums like r/techsupport for better help on this issue. They usually have more tailored advice for these types of boot and BIOS questions.
It might help to use a tool like Rufus to create a bootable disc. Just dragging files won’t cut it. You typically need to create an image (like an ISO) that maintains all the boot information. If you already have a working bootable disc, you can just image that and then write the image to your new disc.
Blu-ray discs and CDs are different! When you said "CD", it can be confusing since they require different handling. Here’s a tip—make sure you’re using proper terminology when asking for help, as it can change the guidance you receive.
