I've got a PC with decent specs: an Intel Core i5-10400F running at 2.90GHz, an Nvidia 1660 Super, and 16GB of RAM. Despite these specs, my computer runs really slowly. I mainly noticed it when trying to play a game called FC26, which lags a lot. Can anyone help me figure out why my CPU load is always so high?

I think we need more details to help out. What are your CPU and GPU loads like? It's also worth checking with CPU-Z and monitoring your temperatures with HWMonitor. Do you have an HDD or an M.2 drive? That could affect performance too.
You might want to consider adding a second stick of RAM. Your PC is a few years old, and it might struggle a bit with newer games since you're only running one stick currently.
Is your CPU always maxing out while you’re just on the desktop, or does it mostly happen during gaming? If it's constantly at 100%, you could have a cryptocurrency miner running. Run a scan with Malwarebytes. Also, check the Task Manager to see if any background programs are hogging the CPU. It's a good idea to monitor your temps too.
