Why is my CPU constantly running at 100°C after cleaning?

I've had my PC for about five years without major issues, except for a corrupted HDD a while back. Recently, while trying to play GTA V Five M, my fans started making a loud noise. My brother helped by removing all the components, cleaning the inside, and reassembling everything. He also changed the thermal paste. However, ever since then, my PC has been running extremely slow, and my CPU is stuck at a constant 100 degrees Celsius. I'm not sure what's causing this issue. Should I be able to get a diagnosis without taking it somewhere, or should I just take it in for a check? Thanks!

Got to ask, do you have an AIO cooler? If so, it might be that the pump is dead, which could definitely cause those high temps.

Did your brother apply the new thermal paste after cleaning, or was that missed? Proper thermal paste application is crucial, so just double-checking.
