Why is my CPU overheating even without gaming?

I'm noticing that my CPU temperature is reaching between 80 to 90 degrees Celsius, and this happens even when I'm not playing any games. I've installed an AIO cooler recently and used new thermal paste, so I'm puzzled as to why it's overheating so much. Any insights or suggestions?
