Why is my CPU stuck at 400MHz on my new gaming PC?

I just built my first gaming PC, and I've been so excited to use it, but I'm running into some serious issues. After a bit of help from NZXT, I got the GPU reseated because there was no display. Now that I'm in Windows, everything is super slow. File Manager takes forever to open, and when it does, it loads as a blank screen before populating. I downloaded a CPU monitoring tool, and I noticed that all cores are stuck at exactly 400MHz, which can't be normal. I've enabled XMP and Intel's 200 series boost in the BIOS too. Can anyone help me figure this out?

Did you build this PC yourself, or buy it pre-built? If you bought it, there might be some factory settings that are throttling the CPU. If it was self-built, double-check your connections and make sure everything is seated properly.

I had a similar issue and found that it was a BIOS setting that needed adjustment. When you check your BIOS, what speeds are being displayed for your CPU? That can give a clue if something is misconfigured.

Have you checked if your chipset drivers and BIOS are updated? Those updates can really help with performance issues like this. Sometimes, it’s something as simple as not having the latest drivers that can cause your CPU to throttle down like that.
