I recently built a new PC with a Ryzen 7800x3d and an Asus TUF Gaming B850-Plus WiFi motherboard. However, I'm facing a frustrating issue where my CPU is locked at 500MHz. I suspect this might be due to a problem with the motherboard. During the build, I had to apply a lot of pressure to get the socket retention clip down, which I thought was normal since I upgraded from AMD's AM4. I also might have over-tightened the AIO cooler. I've already tried updating the BIOS, rolling back to an earlier version, and reseating the CPU, but nothing has changed. The bottom of the AIO cooler shows an imprint of the CPU, but both the CPU and motherboard look fine overall. Even a fresh Windows install hasn't resolved the issue, and it takes a long time to boot into BIOS. Now I'm considering buying a new motherboard today, but I'm unsure if that will solve the problem. What are my chances of fixing this by swapping the motherboard?

You might be on the right track thinking a new motherboard could help. If the VRMs are damaged, that could explain why your CPU clock speed is stuck at 500MHz. But make sure to double-check all your connections and BIOS settings once you get the new board. Sometimes it’s the simplest things that can cause significant issues.
It seems unlikely that either your CPU or motherboard is permanently damaged if you're just experiencing clock speed issues. You might want to reset the BIOS settings, as sometimes they can mess up overclocking configurations. Additionally, check any power settings in Windows; although you mentioned reinstalling, it might be worth checking the power plans again just to be sure everything is optimized for performance.
Motherboard defects can indeed cause CPU throttling. The VRMs (Voltage Regulator Modules) on modern boards are sensitive, and if a phase overheats or fails, it can throttle the CPU to prevent damage. I've seen this mainly on older AM3 boards, but it could happen to yours too. It's worth considering that the over-tightened AIO cooler may have added stress leading to this issue, especially if the CPU was misaligned.
