Why is my CPU usage so low while gaming?

I've got a RX 6600 XT paired with an i7-4790, so I know my CPU is likely bottlenecking. However, I'm only seeing about 60 to 70 percent CPU utilization when I game. I recently installed a new cooler, and my CPU temperatures are steady around 60°C, so I don't think it's thermal throttling. Also, after about 30 minutes of gaming, my FPS drops to around 15, and I have to restart to get it back to normal. Can anyone help me figure this out?

What program are you using to check your CPU usage? If you're alt-tabbing to look at Task Manager while running a game in full screen, that can lower the CPU usage reported. Try using MSI Afterburner while gaming to get a more accurate reading.

I'm using MSI Afterburner, but I usually check Task Manager too.

You should check the utilization on individual cores instead of just looking at the overall CPU usage. Sometimes, one core can be maxed out while others are not, which can lead to performance issues.
