Why is my External Hard Drive Always at 100% Usage for Gaming?

I have an external hard drive that I use for storing games, but every time I check in Task Manager, its disk usage is constantly at 100%. This severely impacts my gaming performance, making it difficult to even join a game. I've finished all downloads, so I'm not sure why it's still maxed out. I'm looking for ways to figure out the problem or solutions to improve its performance. For reference, the drive's speed is 260 MB/s.

Seems like it's a common issue with HDDs. Switching to an SSD or even an M.2 drive would be a game changer. SSDs are simply way faster for gaming than older HDD technology.
