I recently got an external SSD from eBay, and I've noticed that the power-on count on CrystalDiskInfo keeps going up by 1 every few minutes while I'm using it. I specifically have the SK Hynix X31 model. Has anyone experienced this or knows what could be causing it?

It sounds like your drive might be going into a suspended state, which means it's powering down and then back up repeatedly. This is a common behavior, especially with certain drives when they're not in constant use. It's worth checking if your settings or the USB ports are affecting this.
Is this a bad thing for the SSD? I mean, will constant powering up and down affect its lifespan?

I was thinking the same thing! But I have the Samsung T7, and it doesn't seem to have this issue.
