Why is my gaming performance so low with a high-end rig?

I'm having a tough time figuring out why my gaming rig isn't performing as expected. I thought I had put together a strong setup, but I'm struggling with frame rates in modern games. Here are my specs: I'm using an MSI B550 Gaming Plus motherboard with a Ryzen 7 5700x3D CPU clocked at 3.00GHz. My GPU is an EVGA 3090TI FTW3, and I've got 32GB of Corsair Vengeance DDR4 RAM at 3200MHz CL16. My power supply is a Corsair RM1000x, and I've got a DarkRock Pro4 cooler. I'm gaming on two 1440p Samsung G5 Odyssey monitors. Despite this setup, Fortnite barely hits 60fps at max settings, modern CoD games are only around 80fps, and Escape from Tarkov runs at just 50-60 on most maps. I'm also struggling to enable ray tracing in nearly every game, which is disappointing since that was a big draw for me with this GPU. I've done a full Windows reinstall, used DDU for GPU driver cleanup, and ensured Ryzen Master is set to game mode, though I'm not sure that applies to this CPU. I even have a Ryzen 7 5800x on hand, but when I switched to the 5700x3D for the 3D cache, the performance didn't really improve. I'm at a loss here and would appreciate any suggestions or things I can try to resolve this.

It sounds like you're dealing with some frustrating performance issues! The Ryzen 7 5700X3D should typically perform better than the 5800X in gaming. Have you checked the CPU and GPU temperatures during gaming? That could be a factor. My 5800X with a 6800XT gets much better results, especially in CoD games. Also, while the RTX 30 series GPUs are great, remember that ray tracing performance has improved significantly with the newer generations. Don't forget to check your thermal throttling, as overheating can bottleneck your performance quite a bit.

Under load, my CPU temps usually hang around 85-90°C, and my GPU maxes out around the same, so I doubt thermal throttling is the issue.
