Why is my GPU always maxed out while my CPU is barely used during gaming?

I'm currently using a Ryzen 5 5500, an Intel Arc B580, and 32GB of RAM, playing at 1080p 144Hz. When I play Escape from Tarkov on low settings, I notice that my GPU is running at 90-100% while my CPU hovers around 30%. Some maps run smoothly, but the game starts lagging when I aim down sights, and others barely run at all. Given these specs and the performance I'm experiencing, is my CPU bottlenecking, or should I consider upgrading it?

Also, keep in mind that optimization matters. Tarkov is known for its poor optimization, so it might not utilize your hardware effectively. Try playing other games to see how they perform, and consider your setup's performance based on that!
