Why is my internet download speed so low when I pay for 1 Gbps?

I'm struggling with my internet speed and could really use some help. I pay for a 1 Gbps download speed, and my PC is directly connected to the router with an Ethernet cable, but I'm only getting less than 20 Mbps! I've restarted the Wi-Fi multiple times, there aren't many devices connected, and nobody is streaming anything when I'm trying to download. What might be causing this issue, and how can I fix it?
