Why is my new gaming PC not performing better?

I just upgraded to a new gaming rig featuring an RTX 3080 and an i9 11900KF, along with 32GB of DDR4 RAM at 3200MHz. My previous setup had an i9 9900K and a 4060 Ti, also with 32GB of DDR4 RAM at the same speed. I expected a significant performance boost, but I'm experiencing similar FPS in games like CS2 and Fortnite, if not slightly worse. My GPU usage hovers around 30-50%, while my CPU usage stays around 35%. I've enabled XMP on both machines, and temperatures are within a normal range. I'm confused about what's causing the lack of performance. Is it possible my CPU is bottlenecking my setup, or is there something else going on?

You mentioned your new PC has an RTX 3080, while the 4060 Ti in the older PC is slower but newer. Keep in mind that CS2 relies heavily on single-core performance, so your CPU usage may be fluctuating while only a couple cores are maxed out. Ensure your RAM is actually running at 3200MHz too; check that XMP is enabled and that the RAM sticks are in the correct slots. Slow RAM can definitely bottleneck CPU performance!

Right, I have XMP on and confirmed it's at 3200MHz. I suspect the core usage is the culprit, especially if only 1-2 cores are stressed. Just wanted to test my old RAM in the new rig, but it didn’t cooperate—thought they were compatible.

Check your CPU settings; a stock i9 11900KF should not run at only 35°C while gaming unless something is off. You should monitor the power draw and make sure your motherboard can handle the CPU effectively. Something might be wrong with your cooling setup if those temps are accurate!

Consider whether your 9900K was overclocked. A well-tuned 9900K can outperform or match the performance of an 11900KF under certain conditions. If your old CPU was overclocked and stable, it might be worth investigating more about your new system's boosting capabilities.

It wasn't overclocked as tweaks would lead to crashes during longer sessions. I'm sticking to stock settings for now.

First off, check if VSync is enabled because that could cap your FPS. You might want to run some tests with uncapped FPS to see your GPU utilization at maximum capacity.
