Why is my new GPU underperforming compared to others?

I recently upgraded to a Radeon 9060XT 16GB GPU, moving on from my old GTX 970. My PC is a bit dated, built in 2021, and includes an i5-9600K that's been slightly overclocked along with 16GB of DDR4 RAM and a Sandisk SSD. I usually game in 1080p.

After installing the new GPU, I tried some of my favorite games like Darktide, Squad, and Hell Let Loose, but I haven't seen much of an improvement in frame rates. I checked the drivers on AMD Adrenaline, and they're up-to-date. I ran a benchmark on 3D Mark Demo with Steel Nomad and shockingly ranked last out of 85 users, with scores of 4003, 2922, and 2518 for CPU clock, GPU core clock, and GPU memory clock respectively. What could be causing my low frame rates? My GPU utilization was at 100% during the benchmark. Can anyone help explain what's going on?

Honestly, your CPU might be bottlenecking your GPU. The i5-9600K is getting a bit old now. What was your frame rate performance like with the GTX 970?

Yeah, the GTX 970 was pretty decent at the time, but I was hoping for a significant boost with my new GPU.

First off, make sure your GPU is seated in a PCIe 4.0 slot and running at the correct speed; you might want to check this using GPU-Z. A lot of performance issues can come from not optimizing the slot placement.
