Microsoft suggests that for general usability, having at least 8 GB of RAM is ideal. While your laptop can technically run Windows 11 with 4 GB, it will struggle, especially with multiple applications or tabs open. You might want to consider returning the laptop for something with better specs or at least a lightweight operating system like Linux if you're set on keeping it.
Honestly, it sounds like you're dealing with one of the lower-end laptops available today. Your specs are on the minimal side for Windows 11. Chrome is known to consume a lot of RAM, so maybe switching to Edge or Firefox would help a bit since they're usually lighter on resources.
